Fulmer receives Deacon Livingston award

NEWBERRY COUNTY — John Russell “Rusty” Fulmer has been awarded the 2015 Deacon Livingston Award by the Newberry County Sheriff’s Office.

The Deacon Livingston Award is presented to an employee from any division, whether commissioned or civilian, who goes the extra mile and exemplifies humanitarian qualities and assistance to the public. The nominee does extra to assist others in their jobs, making others’ jobs easier, and making the public more at ease.

The award is named in honor of the late Allen “Deacon” Livingston, a long-time deputy with the Newberry County Sheriff’s Office.

“Rusty has made his mark with this agency and continues to exemplify a work ethic that is second to none,” Sheriff Lee Foster said. “He is a true go-getter and is what we’re all about. He is a great ambassador for this community and an asset to the Newberry County Sheriff’s Office.”

When considered for this award, extra effort placed in one’s job, in addition to the help offered to other employees, was a major factor. A good positive attitude was also considered when being nominated for this award. Finally, service to the community and performance outside the Sheriff’s Office was also considered.

A lifetime resident of Newberry County, Fulmer graduated from Mid-Carolina High School in 1984. He started Piedmont Technical College after graduation and would go on to enter the workforce shortly thereafter. Fulmer worked in the insurance and mortgage field for a time and in 1989 worked with V.C. Summer Nuclear Plant’s Security Force.

Fulmer was hired in August 2006 and served as a patrol deputy in the NCSO’s Patrol Division. In March 2010, Fulmer was assigned to the Civil Process Division and then transitioned to the Patrol Division, where he was eventually promoted to sergeant (assistant shift supervisor).

Fulmer is son of John and Linda Fulmer of Prosperity, and has two younger brothers, Mitchell and Wesley. Rusty and his wife, Marie, are the parents of two children, John Raymond, 20, and Summer, 10.
