NEWBERRY — The Newberry County Council advanced major financial restructuring plans during its recent session, voting unanimously to push forward a standard obligation bond and an internal reimbursement structure.
The brief meeting, called to order at 5 p.m. by Chairman Robert Shealy, moved swiftly through a light agenda with a 6-0 voting bloc. Councilman Fulmer was absent from the meeting following back surgery on Monday.
The central item on the agenda focused on Ordinance 07-01-2026, which authorizes the issuance and sale of a general obligation bond not to exceed $650,000.
According to county records, the bond funds are earmarked to pay off the remaining balance of a 2014 Installment Purchase Revenue bond as well as a 2026 Lease Purchase.
During the mandatory public hearing for the ordinance, local resident Tyler Johnson took the podium to seek clarification, asking officials to verify on the record that the new bond would entirely pay off the 2014 debt. Following the public segment, Councilman Sease moved to accept the second reading of the ordinance. Backed by a second from Councilman Reeder, the measure passed without opposition.
Under new business, the council approved Resolution 04-2026 to manage interim county cash flow.
The resolution establishes Newberry County’s formal intent to reimburse itself for immediate expenditures connected to the 2026–2027 Lease-Purchase.
County officials noted the resolution allows the local government to cover upfront project costs using current accounts, then legally pay back those funds once the cash from the $650,000 general obligation bond is officially received.
Councilman Reeder made the motion to accept the resolution, Councilman Scurry seconded, and it passed 6-0.
First reading of Ordinance 08-01-2026, authorizing the execution of an equipment lease-purchase agreement in an amount not exceeding $2,475,000 for the purchase of a fire truck, two ambulances, a dump truck, one trailer, and one patching machine, also passed. Sease made a motion to accept first reading, Smith provided the second and the motion carried 6-0.

Meeting minutes from the July 15, 2026 work session and regular council meeting were approved (Motion by Scurry, Second by Reeder). The night’s agenda was adopted as presented (Motion by Scurry, Second by Smith). The administrator delivered standard project updates, while Chairman Shealy offered no additional comments.
