The first votes setting Prosperity’s budget and increasing the town’s electrical and water rates passed unanimously Monday night.

At a special called meeting, Prosperity’s council gave the first nod to bumping the selected utility rates up by 6 percent, and keeping the overall budget total stable from last year. Sewer rates will remain constant, along with property taxes collected by the town.

The town operations budget is increasing to $455,800, up $41,500.

To accomplish the flat growth in the overall budget, in the draft spending plan town officials shifted some council salaries and employees to the utility portion of the budget. The utility budget is coming in at $1.69 million. In 2008, the utility budget was $1.64 million.

Elected officials will not be seeing raises in this year’s budget, although the town’s employees will. The 14 employees will all see some increases in their pay packets. Some of the hikes are to bring employees in line with a boosted minimum wage, others result from increased certification gained by the employee or cost-of-living increases.
