Only three incumbents have filed for the Newberry City Council elections but others can still become a write-in candidate.
City residents can file as a write-in before July 30.
So far, Edwin Wicker is the only person to file for District Two; Greg Summer has filed for District 4 and in District 6 David DuBose has filed.
If no one has filed by July 30, there will be no city council election.
But the city will continue with the Sept. 11 referendum to ask voters if alcohol can be sold on premises at bars, restaurants and other venues.
