NEWBERRY — The Newberry County Water Sewer Authority has formally adopted the budget for the 2015-2016 fiscal year for a total system revenue and expense of $3,636,500.

“There have been no changes to the budget since the board approved the draft last month,” said Brent Richardson, manager of NCWSA.

The total water revenue for 2016 is $2,766,300, which is an increase of $70,900 from last year’s budget. The total water expense is $2,705,700, which is an increase of $120,538 from the previous year.

The total sewer revenue for this year is $801,100 which is an increase of $32,200 from 2015. The total sewer expense is $930,800, which is a decrease of $11,800 from last year.

The board passed to additional annual agenda items, the fiscal 2016 election of officers and the fiscal 2016 annual agenda.

The board elected Donald Stockman as the chairman of the board, Terry Rawls as the vice chairman and Jerry Koon as the secretary/treasurer. Stockman will be replacing Tim Nichols, Rawls replaces Stockman and Koon replaces Rawls. The newly elected officers will serve in their new capacity until 2017.

The board approved a list of annual agenda items that will take place over the next fiscal year. The annual agenda items are year end financial summary on July 16; year end operation and maintenance summary Aug. 20; audited financial statement Sept. 17; capital improvement plan review Oct. 15; employee recognition Nov. 19; employee handbook review Dec. 17; board work session Jan. 21, 2016; operating policy review Feb. 18, 2016; rate and tape fee adjustments March 17, 2016; financial policy review April 21, 2016; draft budget review May 19, 2016; and final budget approval and election of officers June 16, 2016.

In other business, NCWSA reported six line breaks in the past month. These breaks included a 10-inch major blowout on SC 34, a six-inch leak at a coupling on Jollystreet Road, an eight-inch major blowout on Clara Brown Road, an eight-inch leak at coupling on SC 395 a 2.5 minor split at Kibler’s Bridge Road and damage caused by a contractor on U.S. 76.

“This has not been a good month, we have had a lot of line breaks, we even have teams out fixing breaks right now,” Richardson said.

This month also saw eight new water services and three new sewer services.

NCWSA also received word from the S.C. Department of Transportation on replacing of the bridge on Indian Creek Road.

“SCDOT confirmed this week that they are looking to perform the job in the next 11 to 14 weeks,” Richardson said.

NCWSA will need to relocate a six inch sewer force main and a six inch water line to avoid interference with construction activity. This is estimated to cost $35,000.
