NEWBERRY — The Newberry County Water and Sewer Authority reviewed its year end financial summary at its board of directors meeting Thursday.

NCWSA Assistant Manager Daniel Quattlebaum presented the year end summary to the board.

Highlights from the summary included cash account balances and expenses, revenue and expense trends for water and sewer and financial planning and management for 2018.

“These are the unaudited numbers that are based on the cash flow for the year,” said Quattlebaum.

Cash on hand, as of June 30, totaled at $2,495,000. Dating back to 2011, these numbers have continued to improve.

“As we’re continuing to see the positive effect of meter change out, we’ve seen increased revenue there and have continued to focus on our net result,” said Quattlebaum.

In expenses, NCWSA was 77 percent on budget, O & M was at 116 percent, City services, which is the water that NCWSA purchases and the sewers services provided was 112.5 percent. Utilities was at 94 percent on budget, placing emphasis on powers conservation.

Water treatment plant and Wastewater treatment plant sludge came in slightly over budget of $105,00 at $118,000. Water and sewer pipe line maintenance also went over the projected $65,000 budget, totaling at $90,000.

Other business:

• NCWSA Manager Brent Richardson presented the Construction & Operation Report to the Board. Raw water turbidity at the Lake Murray Water Treatment Plant is at 2.8 NTU, slightly lower than last month. Settled water turbidity is at 0.16 NTU and combined filtered turbidity is at 0.04 NTU. Laboratory construction will be complete by the end of August 2017.

NCWSA’s water distribution department reported four main line breaks at SC Hwy 395, St. Luke’s Church Road and two breaks on Jollystreet Road. Five new water sewer services were installed and Utility Service Company, Inc. completed the installation of the PAX mixer at the Gin Tank on June 27, 2017.

Richardson reported that SCDOT plans to replace an aging bridge on Macedonia Church Road at Susannah Branch. Sixty thousand dollars was allocated by the Board on April 28, 2016 to relocate an existing 6-inch water line and an existing 10 inch sewer line to avoid interfering with SCDOT construction. After the SCDOT contractor completes clearing and grubbing, NCWSA will be able to relocate the existing lines.

The Creekside Drive Sewer Extension (Bedford Way Subdivision) extended sewer service to three residential lots in the Bedford Way Subdivision. The SCDHEC Construction Permit was issued on July 5, 2017 and NCWSA anticipates a substantial completion date of Oct. 1, 2017.

NCWSA’s wastewater collection department reported no main line breaks. Some of the pump station repairs included: Jalapa Road, DeWalt Creek, Georgia Pacific and Bedford Way. No new sewer services were installed.

• Board member Donald Stockman made a motion to adopt the 2017 Series Resolution. Board member Lewis Lee seconded. The adoption was a text revision of Section 4.13 regarding written consent for bonds.

• Quattlebaum presented the monthly Financial Report to the Board. In June, NCWSA spent $278,612 against $250,569 in water revenue, leaving a positive result of $28,043.

“We’re starting to see some real positive results in meter change out and other activities going on in the system,” said Quattlebaum.

Sewer revenue brought in a total of $84,530 against $99,714, which was a loss of $15,184.

Noteworthy expenses for the month include sewer ROW maintenance for $8,000 and sewer pump station repair for $11,000.
